The situation
Boats from Satapada head out to where Irrawaddy dolphins are often seen, but sightings are brief and distant. Boats chasing the animals don't improve the odds.

Go for the lagoon and treat any dolphin sighting as a bonus.

Ask whether the boat trip includes a long stop at the sea-mouth and shops; it adds time.
